Voters not allowed to take photos of marked ballot papers

After special votes came to a close on Sunday, the Independent Electoral Commission (IEC) held a briefing on its state of readiness ahead of 2021 local government elections on Monday.

During the briefing on Sunday evening, IEC chairperson Glen Mashinini indicated that the commission was “very confident that all systems are good” for election day following a successful two-day special voting.

Mashinini said 83% of those registered for a special vote cast their ballot this weekend.

“As of [6pm], 502,837 out of 602,780 voters had been approved to vote as specials voters, and of those we now know that 83% were able to cast their votes.

“We are please as the commission that such a large number of special voters, for the first time due to the Covid environment, were able to achieve this particular task,” he said.

The IEC chair said that the voters who was unable to cast a special vote for whatever reason may still cast their ballot at their voting stations on election day.

Mashinini pointed out that voters who live in a metropolitan area will receive two ballots.

“One for a ward candidate and one for the political party. In addition, voters in local municipalities will receive a third ballot paper for the district council. Each ballot paper must be stamped on the reverse side to indicate the authenticity of the ballot during the counting process,” he added.

Voters must vote where they are registered and must bring theirs IDs.

The IEC chair said citizens whose registration details were not captured or updated on the commission’s system are allowed to vote on election day.

“In order to ensure that they are not disenfranchised, but would participate […] these voters will be permitted to vote as though their details were on the voters roll segment of the voting district in which they present themselves.

“This arrangement is authorized in terms of Section 72 of the Municipal Act, which allows a voter to be permitted to vote on presenting proof that they had applied for registration before the proclamation of an election,” he added.

The IEC chair also said voters were prohibited to take photos of their marked ballot papers.

Meanwhile, IEC chief electoral officer Sy Mamabolo explained further on the matter.

“I think the issue is not so much [about] policing people, but rather persuading people to desist from taking the photograph of the marked ballot.

“Why? This is to protect the secrecy of their votes because of that possibility of taking a marked ballot can be used quite nefariously.

“There has been instances in the past where employers, especially for domestic workers, would say go to the [voting] station […] mark your ballot paper in a particular way and come back with proof that you voted in a particular way.

“So it is about protecting the secrecy yet at the same time protecting those vulnerable groups in society who may be, at the behest of their bosses and employers, subject to abuse,” Mamabolo said.

While the commission will provide sanitized pens at voting stations, Mashinini said the electoral body encourages voters to bring their own.

As a further measure to prevent the spread of the virus at voting stations, the IEC chair added that the commission would also be imposing strict protocols such social distancing and the wearing of masks on election day.

The 2021 local government elections are set to take place on 1 November, and it will mark South Africa’s sixth municipal elections since the dawn of democracy in 1994.

The first democratic municipal elections took place in 1995 and 1996, while the first municipal elections run by the IEC took place in 2000.

The previous municipal elections were held in 2016.

The IEC on Tuesday revealed that it will proclaim and announce the election results on Thursday, 4 November.

Local government elections 2021: It’s all systems go, says IEC

The Chair of the Electoral Commission (IEC) Glen Mashinini, speaking at the national electoral centre in Tshwane on Sunday night, said it was all systems go for today’s 2021 local government elections and that, despite challenges, they had ended the two day special vote successfully.

Mashinini said 80% of the special votes were cast, and they were pleased that such a large number of special votes were achieved, especially during Covid-19.

The commission was impressed with the high voter turn-out, he said “If you did not manage to vote over the weekend you are welcome to still vote today,” Mashinini said.

The commission urged 26.2 million eligible voters to come out to vote at their respective stations, he said. Voting will start at 7am and stations will close at 8pm.

Voters are reminded to vote where they are registered. Voters must be in the possession of a South African ID book. Each voter in a metropolitan municipality will receive two ballots, one for the political party and the other for the metro. Each ballot paper must be stamped.Those voting in districts will receive three ballots.

“We need to remind voters that it is illegal to take photos of the ballot paper. Voting stations will be safe, police will be in place. Covid-19 protocols will be provided and PPEs will be available to prevent the spread of the virus,” Mashinini said.

“The commission will provide a pen for voters, and voters are encouraged to bring their own pens. The SA Weather Service has advised that we should expect rain across the country.
“In cases where tents are blown away or there is a disruption, the commission has to ensure contingency plans so that the tents can be erected and voting is not disrupted,” he said.

These elections had to be prepared in just 42 days, he said, and applauded all involved. Mashinini said the commission acknowledged that registration details for about 140 000 voters had not been captured or updated before the voters roll was certified for use in this election.

Gareth Cliff responds to racism allegations – ‘Could have treated her with more respect’

Controversial radio host Gareth Cliff has broken his silence following weeks of social media hounding. The media personality made headlines on the Twitter streets last week after making comments many peeps found racially insensitive.

Responding to the controversy, Cliff admits he was e abrasive and could have handled the situation more respectfully.

But the outspoken host says he also believes his comments, and particularly the interview, was what his “brand is about”.

“I’ll own it, but that’s also me. I do erupt sometimes, I sound very dismissive sometimes, I can be quite brash, I totally accept it,” he said.

“I could have been better. I could have treated her with a little more respect probably because I do treat everybody the same that comes on the show,” Cliff said.
Commenting on Nando’s decision to pull out as a sponsor, Cliff had this to say:

“I’m really not in any way angry with them. I think they had to do what they had to do. They did it because corporations have to make decisions sometimes which are uncomfortable and difficult,” he told a local publication

Singer, Kelly Khumalo set the stage warm for the Idols SA top 4 tonight.

The reality star gave a spectacular performance of her song, Awazi Lutho in a stunning gold outfit, she was also the guest judge for this week.

Sadly, Daylin Sass was eliminated and did not perform this week, leaving people on social media disappointed.

Parliament applauds vaccination at polls

Parliament’s Portfolio Committee on Health is urging unvaccinated voters to use the opportunity to get the Covid-19 jab on election day.

1,000 pop-up vaccination sites will be deployed at voting stations across the country on Monday.

The Committee’s chairperson Dr. Kenneth Jacobs has welcomed the move.

He is urging South Africans to support the government’s campaign and help avert the fourth wave, which is expected to hit in December.

Pilot & passenger injured after light aircraft crashes into Germiston field

A pilot was critically injured in a light aircraft crash in Germiston on Saturday.

Emer-G-Med spokesperson, Kyle van Reenen, said a second person in the aircraft sustained moderate injuries.

“Emer-G-Med paramedics responded to the scene just off the M46 Roadway at around midday, to find the aircraft had crashed into a field.

“Two men were treated and stabilized on the scene before being taken to hospital by ambulance for further care,” van Reenen said.

He said the necessary investigations would be conducted by the authorities.

Two days ago, a pilot was killed in an aircraft crash in Pretoria.

Van Reenen said just after 2 pm, they were called to a scene near Boschkop Road.

“A light aircraft was found to have crashed into a field. The pilot and only occupant suffered fatal injuries and was declared dead on arrival of paramedics,” he said.

Police and necessary associations are investigating further.

JHB could be free from stages 1 & 2 load shedding within 1 week, says Mayor Moerane

Joburg Mayor Mpho Moerane on Saturday said Johannesburg could be free from stage one and two load shedding within a week if Eskom accepts City Power’s explanation.

City Power managers wrote a letter to Eskom on Friday saying that it can generate enough power from Kelvin Power Station, which is an independent power producer.

Moerane said: “The CEO of City Power went to the group head of distribution to be exempted from stages 1 and 2. It’s a matter we have sent with proof that our IPP, Kelvin Power Station, has ramped up output of 220-240 megawatts. So it is enough to avert stages 1 and 2. But Eskom needs to respond and we will continue to keep engaging with them. We have gone to the level of engaging the minister and the CEO and we are confident we will find each other.”

Here’s why campaigning the weekend before election day is allowed for the first time

Various political parties are planning a last-minute push over the weekend, drumming up support ahead of Monday’s election.

In previous years, campaigning was not allowed in the period directly before the election. But the social media age has forced the Independent Electoral Commission (IEC) to look at the law differently.

Political parties will this year for the first time be free to campaign up to midnight before voting day after the IEC has changed the way it interprets electoral regulations.

Before 1994 the electoral law was clear about a so-called cooling-off period before elections day, and this tradition continued in the early years of democracy. But the advent of social media made it difficult to contain campaigning in the days before an election.

Earlier this week, the IEC issued guidelines to parties to clarify the issue.

According to these guidelines, elections day is only on Monday, so this weekend’s special voting days are excluded from this interpretation.

The IEC acknowledges it’s not preferable for political campaigns to take place on these two days, but there’s no legal basis to enforce this. The law is explicit, however, that radio and television adverts are not allowed on these two days.

Cope guns for police after rally dispersed

Congress of the People (Cope) has laid criminal charges against the police at Moroka Police Station in Soweto after its permitted closing rally in Chiawelo was broken up by members of the Public Order Policing (POP) unit Saturday afternoon.

According to Cope national spokesperson, Dennis Bloem a large convoy of South African Police Service’ (Saps) vehicles including POP members arrived as party president, Mosiuoa Lekota, was about to address the gathering held at Chiawelo Park Saturday.

After speaking briefly to Cope head of elections, Mzwandile Hleko, and Gauteng election party liaison officer, Tom Mofokeng, the cops allegedly ordered the meeting to disperse.

They allegedly threatened to fire teargas and arrest the leadership should the instruction not be obeyed.

Bloem said the officers ignored the permit the party obtained from the events department of the Johannesburg City Parks shown to them. Instead, they said they were acting on an instruction to stop the rally because it was illegal.

Lekota told the crowd to disperse to avoid unnecessary loss of life and injury that could result from any police action.

“We were in the middle of our closing rally and president Lekota was taking to the podium to address the crowd when the police came. They refused for the meeting to continue and they refused point-blank to say who gave the instruction to disperse us and they told us they just came to executive the instruction,” Bloem said.

The party organized the rally for a last-minute campaign to garner support for Monday’s local government election after the obtained the permit from the City.

“The gathering was not an illegal gathering we got permission to have our closing gathering. We will take this matter up with the IEC,” Bloem said.

Bloem believed Cope was still being targeted by some ANC members since its formation in 2008 as an ANC breakaway following Polokwane national conference.

“This brings suspicion that we are being targeted. Why rallies of other parties are not disrupted or stopped but only those of Cope,” Bloem said.

He claimed that in 2008 soon after Cope’s establishment, a unit was set up by ANC to disrupt the party gatherings towards the 2009 election. There was a concerted campaign to kill Cope from its infancy.

Recently party posters put up daily by Cope Johannesburg mayoral candidate, Collen Makhubele as part of her election campaign were removed from all street poles in the City.

A Cope driver, Johnny Makume, was hijacked in the West Rand last week as he was busy putting up party posters. He was dropped off on a farm in the area uninjured but his vehicle, posters, and a step-ladder were still missing.

During its formation, the party was seen as a threat to the ANC particularly after winning 30 seats in the National Assembly at the 2009 polls. It has since lost almost all with only two MPs left.

It was established as a protest against the ANC recall of Thabo Mbeki.

Update on deadly Benoni shootout with police

A planned business robbery in Ekurhuleni was foiled by the police on Saturday October 30 which saw two suspects being fatally wounded and five others arrested during a shootout with the police in Benoni on the East Rand of Johannesburg. Police recovered four firearms reportedly used by the suspects.

According to a statement, the Police’s Crime Intelligence shared information with a multi-disciplinary team about a gang that was planning to commit a business robbery in Ekurhuleni. A team of law enforcement agencies consisting of the Hawks, SAPS Highway Patrol Unit, Benoni Tactical Response Team, SAPS Air Wing, Gauteng Saturation Unit, Ekurhuleni Trio Task Team and District Operations Team, MDOC CI CIT Team, Tracker Connect, Bad Boyz Security, and Vision Tactical Security was established to track down the suspects.

The team intercepted two cars in Brentwood Park Benoni, a white Mercedes Benz with four occupants and a Silver Grey Polo Vivo with three occupants. Upon seeing the police, suspects started shooting at the police and a shootout ensued. Two of the suspects were fatally wounded while five suspects were cornered and arrested, the statement reads.

In a separate incident in Ennerdale on Friday October 29, two suspects were arrested and one fatally wounded during a shootout with the police. This is after the suspects had robbed a chain store in Ennerdale. Three unlicensed firearms belonging to the suspects were recovered.

Gauteng Provincial Commissioner, Lieutenant General Elias Mawela commended the team of law enforcers who worked together to foil a business robbery and prevented the loss of lives. He also thanked the private security officers and community who assisted in the apprehension of armed robbery suspects in Ennerdale. “The good work performed by the team is commendable. These arrests of armed suspects were successfully executed soon after we have launched our Safer Festive Season Operations. We want to send a strong message that there won’t be a space in Gauteng for criminals to manoeuvre this festive season. Law enforcement officers are all over the province and they are on high alert, ready to protect the community from heartless, dangerous and daring criminals,” he said.

The suspects will appear in court in due course.

Major League DJz are heartbroken as they revealed that their sold out Zimbabwe show got cancelled. The two DJs have been performing in different cities across the globe for over 2 months, securing the bag.

On the 29th of October, they announced that tickets for the Zimbabwe show has been sold out.

However, they got shocked by the police act of shutting down the show even before their arrival.

SA COVID-19: 300 new cases, 12 deaths recorded

300 new cases have been reported in the country.

A further 12 COVID-related deaths have been recorded.

The majority of new cases come from Gauteng with 56 new cases.

Western Cape follows with 52 cases and Kwazulu-Natal has 47 new infections.

Limpopo reported the lowest cases at eight cases.

More than 25,000 tests were conducted in the past day, with a 1.2-percent positivity rate.

2 children fatally electrocuted in Johannesburg

Two children have been killed, after being electrocuted at an informal settlement near Cleveland in Johannesburg.

City Power says it’s suspected the children may have been on an exposed live electricity wire in Mangolongolo Informal Settlement.

The Johannesburg Power Utility has described the area as one of the hotspots for illegal connections and vandalism of infrastructure.

It says at least 21 electrocution cases have been reported in the past two financial years, with six of them happening this year.

City Power has expressed its condolences to the family and has dispatched a team to investigate the incident.
