Education Department urges pupils to keep learning

Tuesday would have been the first day of the second school term, but the academic year has been delayed due to the national 21-day lockdown. The Department of Basic Education is encouraging pupils to continue working on their lessons.

The Department has entered into partnerships with the SABC, telecommunication companies, and even local radio stations to communicate lessons to pupils in all areas of the country. Elijah Mhlanga, a spokesperson for the Department of Basic Education, said there was an expectation that schools would reopen in April, however, the progression of the regulations against the COVID-19 spread of infection has made this unlikely.

Police union defends cops amid reports of brutality in enforcing lockdown rules

The Police and Prisons Civil Rights Union (Popcru) has denounced all forms of brutality, by either police or civilians, as numerous reports of conflict between communities and law enforcement officials over the enforcement of lockdown regulations have begun to emerge. This comes after reports that the Independent Police Investigative Directorate (IPID) was probing the murders of thee civilians, allegedly as a result of police action.

There have also been a reported 21 complaints lodged with IPID in relation to police conduct in the first days of the lockdown. IPID acting spokesperson Santago Seisa did not respond to a list of questions relating to the directorate’s investigations which he had requested be sent via email and WhatsApp.

Mamabolo said that given the outbreak and spread of Covid-19, the country was in uncharted territory and the majority of police officers are committed to doing their work in ensuring that people comply with the regulations that have been put in place.

COVID-19

“There might have been numerous incidents but the police would not have had any form of intent to harm the people of South Africa especially under these conditions where our members clearly understand that it is their role to ensure that we work together in ensuring that everyone remains at home and we deal with this coronavirus,” Mamabolo said.

He said that it was unfortunate that there had been incidents between the police and the country’s citizens, but that this should not be portrayed as the police reacting in a brutal manner towards the public.

“That does not, in any way, suggest that there should be any form of brutality. We are against any form of brutality, be it against police or be it against civilians,” Mamabolo said. Mamabolo said: “The role of IPID is to look into the misconduct and we are not against continuing with their investigations

However, he pointed out that communities needed to realise that as much as the coronavirus affected them it also affected law enforcement officers too as they were putting their lives at risk in ensuring that they go out into communities and do their work to get people to comply with the rules.

Concern over lack of COVID-19 precautions during social grant payouts

DA MP Phumzile Van Damme has expressed concern at the lack of precautionary measures taken to combat the spread of Covid-19 during the dispensing of social grants. The dispensing of the monthly social grants entered its second day on Tuesday and there were long queues at ATMs, Post Office branches and supermarkets. Images of snaking queues have been doing the rounds on social media as people stood in close proximity to each other as they awaited their turn to collect the government supplied social grants.

402 confirmed cases of COVID-19

Given the strict social distancing measures that have been put in place by the government to stop the spread of the virus within the country, Van Damme took to her Twitter account to lament that recipients of the grant have not been educated enough about the critical need for social distancing. Day 2 of social grant collection. Approximately 17 MILLION South Africans receive social grants monthly. These are the poorest & most vulnerable people of our country. The general lack of lack of concern for them during the #COVID19 outbreak has been deeply disappointing.

“People are more concerned about walking their dogs, being “bored” & other frivolities than the 17 million people who not only are at greatest risk of contracting #COVID19 and will be the hardest hit,” wrote Van Damme.

Sharing a picture posted on Twitter by video journalist Graeme Raubenheimer, which shows people standing in a long queue, Van Damme said: “Look at this. Have these people been taught about social distancing? #COVID19 precautions? Unlikely. Why aren’t government officials on the ground educating and assisting?”

She added that the fact that many of them were queuing without social distancing, access to hand-washing facilities and masks for the elderly and sick should be headline news. It is a CRISIS. Many live in informal settlements, are ill and disabled. The spread of #COVID19 will be like a wildfire,” Van Damme said.

In other news – Public servants get a salary hike

Certain categories of public servants and some members of the judiciary are smiling all the way to the bank. This after President Cyril Ramaphosa published in a government gazette the determination of salaries and allowances for traditional leaders, judges and magistrates. In his notice published on March 25, those eligible for increases would be backdated to April last year.

President Cyril Ramaphosa

The increases of only 3% will be for office bearers who earn above R1.5million, and 4% for those earning below that. The salaries of kings and queens are now set at R1.2m, principal traditional leaders R1.1m, senior traditional leaders R270729 and headmen and head women R116418. Read more

Mzansi Celebs angry with SANDF & police for humiliating civilians

Several videos showing the military and police allegedly ill-treating civilians during the lockdown have gone viral, and have sparked outrage on social media. Some of the viral videos purportedly show SANDF members forcing members of the public to perform physical exercises, getting physical and even confiscating their groceries. Several celebrities including Lorna Maseko have spoken out against the alleged mistreatment.

SANDF

“Why on earth is the military treating people like it’s apartheid… like come on! These videos are disgusting and inhumane! Like WTF! Are they going to other parts of the country and doing this nonsense- that’s not how you instill rules… sies mana!” Lorna wrote.

While many agreed that the military could do better to ensure that civilians adhere to the lockdown rules, others said the military was right to humiliate people that “refused” to floor the simple instructions of staying at home. However, Lorna felt that inhumane treatment was unnecessary. You don’t need to treat people like animals to instill law…. relax and read what I said! They don’t need to be rolling on the floor!” Defence Minister Nosiviwe Mapisa-Nqakula also came out to condemn the alleged brutality by some SANDF members who have been deployed to support police to manage the nationwide lockdown aimed at curbing the spread of the coronavirus.

Lorna Maseko

Speaking to the SABC, the minister said such conduct cannot be condoned. We do not condone what I have heard just now. I have been on radio the whole morning, I’ve been talking on many radio stations to make a plea to our security services to refrain from using excessive force against our people. They are out in the street to protect South Africans, they are not in the street to abuse South Africans,” she said.

Lorna wasn’t the only celebrity who expressed her disappointment in the manner some of the soldiers treated civilians. Singer and activist Simphiwe Dana, media personality DJ Warras and rapper Cassper Nyovest also slammed the behaviour.

Here is the List of Fines & Charges of breaking Lockdown regulations

South Africans who break national lockdown laws will be liable for fines of up to R5,000. And that’s just the “admission of guilt” fine for the first offence. For repeat offenders, no admission of guilt fines will be allowed.

This is according to chief magistrate Yoliswa Sidlova, acting cluster head of the Gauteng region 5A. Her determination, signed on March 30, was confirmed by Nathi Mncube, spokesperson for the office of the chief justice.

It is not immediately clear if this determination will be in place across the country. Mncube said it applied to all of Gauteng, except Pretoria.

President Cyril Ramaphosa declared a national lockdown, which came into effect at midnight on Thursday, in an effort to curb the spread of Covid-19.

According to the document, seen by SowetanLIVE’s sister publication TimesLIVE, anyone who breaks the rules of the lockdown will be liable to a fine.

Here is a list of charges and the fines attached to them when one breaks the regulations:

– publishing any statement to deceive any other person about measures taken by the government to address Covid-19 – R5,000;
– failing to confine yourself to your place of residence – R, 1500;
– gathering illegally – R5,000;
– failing to comply with the prohibition of movement between provinces – R2,000; and
– failing to comply with the prohibition of movement between metropolitan and district areas – R2,500.

Mncube added that in terms of the Criminal Procedure Act, a magistrate of the district may determine the amounts of admissions of guilt fines in respect of certain offences and may consult other stakeholders.
