WhatsApp has announced new other new features

WhatsApp had rolled out a slew of in few features recently. From launching its won payments system to disappearing messages, WhatsApp got it all. The Facebook-owned app is now developing a new set of features and will officially roll it out once the features are ready. However, let’s take a look at all the features WhatsApp launched in the last two months.

WhatsApp made the disappearing messages feature official recently. The feature had appeared in the best tests many times.

The much-awaited feature has been borrowed from Snapchat. It lets users enable the option to automatically delete chats after a time period of seven days.

The disappearing message feature can be turned on for individual chats as well as for groups. “We’re starting with 7 days because we think it offers peace of mind that conversations aren’t permanent while remaining practical so you don’t forget what you were chatting about. The shopping list or store address you received a few days ago will be there while you need it, and then disappear after you don’t,” WhatsApp had said about the feature.

WhatsApp had been eyeing to launch its own payments system since 2018 but was struggling to get approval from NPCI. However, NPCI gave a nod to WhatsApp for the payments system and it was launched successfully in India.

WhatsApp Pay was launched in India on November 6. The feature as the name suggests lets users send and receive messages on the app, pretty similar to GPay.

WhatsApp had partnered with the National Payments Corporation of India (NPCI) using the Unified Payment Interface (UPI), an India-first, real-time payment system that enables transactions with over 160 supported banks. For Indian users, WhatsApp has partnered with leading banks including ICICI Bank, HDFC Bank, Axis Bank, the State Bank of India, and Jio Payments Bank. The feature has been rolled out to Android and iOS users.

WhatsApp had unveiled the Always Mute feature earlier this month. The feature as the name suggests lets user mute their WhatsApp groups forever. Earlier, users had the option of muting their groups for a year but after the completion of a year, things would again get back to normal. However, not anymore as now you can silence those pesky groups forever.

Bail hearing in murder of Zulu prince moved to Thursday

The case of the five people who have been charged with the murder of Zulu Prince Lethukuthula was postponed to Thursday for a bail application.

The suspects have been accused of running a syndicate that drugs and robs people.

Tshegofatso Moremane, 30, Margaret Koaile, 43, Portia Mnola, 29, Gontse Tlhoele,30, and Dakalo Mbedzi, 32, appeared in the Randburg Magistrate’s Court on Monday where they faced charges of murder and theft.

Members of the royal household were at the court on Monday.

The state said it intended to connect the suspects to other cases in Benoni and Pretoria which date back to as early as 2017.

Zulu, the eldest son of King Goodwill Zwelithini, was found dead by security guards at his Johannesburg home on 6 November 2020.

A private funeral was held at Khethomthandayo Royal Palace on 15 November.

Family of Navy’s former Chief Petty Officer Dudley Malgas, who died on Sunday, say that they will always remember him for his big heart and generous spirit.

Malgas died at the 2 Military Hospital in Wynberg on Sunday after falling ill on Sunday afternoon.

He retired last year after firing Cape Town’s noon gun on Signal Hill for 22 years.

Family spokesperson and niece Lynn Malgas said that he had a chronic liver disease for some time and was on medication. He contracted Covid-19 about three months ago.

“The Covid took a hard knock on him because, from time to time, he would struggle to breathe and he was in and out of hospital,” said Lynn.

The 61-year-old never fully recovered even after his second coronavirus test came back negative.

Lynn said her uncle had depended on an oxygen machine, which the hospital advised he should be on all the time.

“Last night [Sunday], things changed when he got very sick and his wife rushed him to hospital, where he died,” the 42-year-old said.

Malgas had served in the military for 39 years.

“My uncle lived his life to the fullest right until the end”, said Malgas, whose voice lightened a little as she described his legacy.

She said that he had always given back to others and was a huge community person, especially in the Bo-Kaap.

“It’s just so sad that, because of the Covid-19, we weren’t able to give back to him, because of the regulations.”

“Only his wife could be there for him,” she added.

Malgas leaves behind his wife, Estelle Malgas, two daughters, and four sons.

He will be laid to rest on Saturday at the Evangelical Lutheran Church in Strand Street.

Andile Lungisa to be released on parole today

The Free Andile Lungisa Campaign on Saturday said the convicted Nelson Mandela Bay councillor would be welcomed by the masses when he returns to society on 1 December.

This comes after supporters of the jailed African National Congress councillor allege that he’ll be released on parole next week.
Lungisa is serving a two-year jail sentence at the North End Prison in Port Elizabeth for assaulting a Democratic Alliance councillor with a glass jug over the head during a scuffle in the council back in 2016.

Lungisa opted to remain behind bars to finish off the prison programmes he had started there despite being granted bail after his appeal at the Constitutional Court.

The campaign, which has branded Lungisa a political prisoner, said they had received confirmation directly from him.
Spokesperson Abner Mosaase said: “He has assured me that he has been given all the documentation that necessitate his release on 1 December. I have spoken to Mr Lungisa and he has assured me and I don’t doubt that.”

Mosaase claimed Lungisa’s impending release formed part of governments COVID-19 parole dispensation for low-risk offenders.

“The Correctional Services Department has released statements stating that people arrested for nonserious offences will be granted parole pending the conditions of COVOD-19. So, Mr Lungisa finds himself very lucky.

However, in stark contrast, the Correctional Services Department has distanced itself from assertions that Lungisa will be release early with officials saying they were yet to receive this information.

Condolences are pouring in for the late Queen Mother of the Royal Bafokeng nation, Mmemogolo Semane Bonolo Molotlegi.

She was the mother of King Leruo Tshekedi Molotlegi.

North West Premier Job Mokgoro said her death was a great loss not only to the family, but to the entire province.

Mokgoro added the consistent role played by Mmemogolo in the development of rural areas through health and education advocacy programmes as well as food security initiatives did not go unnoticed.

“We remember her as a unifier, someone who never compromised the interests of the poor and vulnerable, an exemplary leader, a mother, and a true nation builder.

“As we mourn her untimely death, we also keep her family and the Royal Bafokeng nation in our thoughts and prayers. We send my deepest condolences on behalf of the provincial executive council and the people of the North West province,” said Mokgoro.

The premier wished the family strength during this difficult period.

The lovebirds tied the knot in a private ceremony only attended by family and close friends. Their wedding took place on Vourne’s 26th birthday and they said they had to postpone all the celebrations to next year, “Due to COVID-19 Vourne and I had to postpone our wedding celebrations for next year 2021. But we couldn’t wait to be husband and wife. Yesterday I married my bestie,” announced Theo on Instagram.

Businessman owing City Power R3.4m arrested for allegedly trying to bribe officials

The Hawks have arrested a Roodepoort businessman who owes the City of Johannesburg millions of rand in unpaid electricity consumption for allegedly attempting to bribe officials.

The man was arrested on Monday after he allegedly attempted to bribe City power officials with R25 000 not to cut illegally connected power from his premises.

He owes the municipality around R3.4 million.

The 55-year-old man was arrested during a sting operation led by the Hawks and City Power Revenue Protection Unit.

He was among many business owners who were targeted by City Power last week for illegally connecting power to their premises.During a raid at his business last week, officials found that electricity and water were illegally connected. At the time, he told officials he owned a 48-roomed housing unit built on a municipal recreational park opposite his business.

He claimed he had leased the recreational park from the City and was granted permission to build rental properties, of which he charged R1 650 per month to his tenants per room.

City of Johannesburg MMC for Environment and Infrastructure Services Mpho Moerane was present when the businessman was arrested for alleged bribery.

City Power spokesperson Isaac Mangena said the business owner approached officials to negotiate leniency after his business was found to be stealing electricity.

“It is not clear how long the man operated the business without paying for electricity, but he is estimated to owe the City about R3.4 million over a period of three years. He offered R5 000 to the senior technician who was leading the disconnection, and R10 000 each to the two City officials.

“A sting operation was set up and the suspect was arrested after paying City officials almost R10 000, promising to pay the balance later,” added Mangena.

Moerane said the arrest should serve as a warning to others to start paying for electricity.

“This man can afford to pay for electricity. He is not indigent. He makes money from his business and has 48 rooms next door that he is renting out, which are illegally fed electricity from the … business. We are going to intensify these operations especially on businesses across the City of Johannesburg,” Moerane added.

The businessman is expected to appear in the Roodepoort Magistrate’s Court on charges of corruption and bribery.

Money owed to eThekwini by employees has doubled within a year

Money owed to the eThekwini Municipality by employees has reached record highs, nearly doubling in the past 12 months, with the metro saying the increase is due to the negative economic impact of the Covid-19 pandemic.

While no City employees were retrenched or forced into salary reductions as a result of the pandemic and the economically destructive lockdown to curb the spread of the virus, as was the case with vast swathes of the private sector, as of October this year, 3 339 city employees owed R31.6 million, up from R16.5m 12 months ago.

Most of the debt is related to rates and services such as electricity and water provision.

The level of staff indebtedness is disclosed in the city’s October 2020 Budget statement report.

The Mercury compared the staff debt to that of October last year and previous years, as far back as 2014.

The staff debt could be seen as a snapshot of the financial difficulties being faced in households across the municipality, who are battling with above-inflation increases in rates and services year-on-year, which has been exacerbated by the Covid-19 pandemic.

Since 2014, the City has increased property assessment rates by 6.9% per annum, except this year, when the increase was 4.9%.

Combined with increases in electricity, which the City does not control, and water, both of which have VAT added, as well as other service charges, middle-class households have seen their bills increase by between eight and 13% per annum.

Among the City staff owing the municipality are 64 executives and senior management personnel, the majority of whom are paid from R1m to R4m per annum, excluding generous performance bonuses.

The debt also includes 126 middle management staff and 2 867 general staff members who collectively owe R28.4m. The rest is owed by 27 councillors (R574 094) and 255 Ward Committee members (R2.7m).

So excessive is the debt that if deemed unrecoverable, which the City has said it is not, it would rank as the 11th highest “bad debt” owed to eThekwini, behind insolvent estates, which stands at R38.5m.

Despite the City maintaining it has an aggressive collection strategy, the employee debt levels have consistently increased.

To put the growth of non-payment by staff into perspective, take into account that in October 2014 total staff debt stood at R9.4m. In October last year, it was at R16.4m – a rise of 75%.

If 2014 is compared with October this year, however, staff debt increased by 237%.

According to the City’s 2014 and 2019 annual reports, the staff headcount grew from 21 340 to 24 476.

If the total staff debt is divided equally between all staff, in 2014 each staff member would have owed R439. Last year, this number rose by 52% to R671, and this year it ballooned to R1 292 per employee.

This year, the amount of staff in debt to the municipality made up 13.6% of the City’s total staffers, up from 7% in the previous year and 8.3% in 2014.

“All debt has increased due to the suspension of credit control procedures for a number of months when there was lockdown. This was done as a courtesy as some residents were facing financial difficulties. Disconnections were not being actioned during that time,” municipal spokesperson Msawakhe Mayisela said.

He said defaulting staff did not receive special treatment, and were subjected to the normal credit control processes such as “disconnections, redlining with the credit bureau, final demands and judgments”.

“Salaries are also deducted although the deduction is limited to 25% of the net salary. No one is protected. Staff are treated the same as ordinary customers when it comes to disconnections. Even more so because with staff, monies can be deducted from their salaries if they fail to pay. Staff accounts are not written off,” said Mayisela.

Also disclosed in the report is that the City’s overall outstanding debt has increased to nearly R15 billion, of which R2.3bn is unlikely to be recovered.

“The recovery process in the City’s collections is anticipated to be long and slow due to the impact the virus has had on the economy, which was already struggling even prior to the pandemic,” said the report, which revealed limited disconnections for non-payment had started.

WC submits petition to Ramaphosa over constitutionality of R2.3bn budget cuts

The Western Cape government has submitted a petition to President Cyril Ramaphosa questioning the constitutionality of a bill empowering R2.396 billion in budget cuts in the 2020/21 financial year.

Finance and Economic Opportunites MEC David Maynier and Premier Alan Winde are concerned that the National Treasury has transferred significant risk to provinces by pre-emptively cutting its budgets, ’’especially since it’s based on the assumption it will win its court case against the unions on the wage agreement, an assumption which is far from certain’’.

They are of the belief that it would ’’infringe on the ability of the provinces to comply with their current contractual and legal obligations to all their employees’’.

Winde and Maynier submitted a section 79 petition to Ramaphosa on Friday ’’to bring to his attention material concerns over the constitutionality of certain aspects of the 2020 Division of Revenue Second Amendment (DoRA 2) Bill’’, which was passed by Parliament on Thursday.

In tabling his Medium Term Budget Policy on October 28, Finance Minister Tito Mboweni confirmed that the Western Cape budget would be cut by R2.396 billion in the 2020/21 financial year for compensation of employees following National Treasury’s decision to freeze wages.

’’Importantly, while the Western Cape does support National Treasury’s overall goal of decreasing the public sector wage bill, the way that they have proceeded in the 2020/21 financial year has raised significant concern for the Western Cape, as it has with other provincial governments as well,’’ Maynier said in a statement on Monday.

Should Treasury lose its court case, provinces, including the Western Cape, ’’will face a significant and immediate liquidity squeeze as we will have to immediately implement the wage agreement but without necessarily having funds made available from national government’’, said Maynier.

’’We are also concerned with the figure arrived at by National Treasury of a R2.396 billion reduction to our budget. We suspect that the numbers have been bungled, and assuming that a ’wage freeze’ will hold, we believe that they may have cut our budget by up to R500 million too much.

’’Our concerns pertaining to the DoRA 2 Bill are material and urgent and were raised with the Minister of Finance, Tito Mboweni, and his officials in National Treasury prior to the Bill being presented to Parliament, to no avail, and despite our repeated attempts to engage with National Treasury on ways to resolve our concerns, they were not resolved prior to the bill being introduced into Parliament.

’’The result now is that the DoRA 2 Bill, if brought into law by the president’s assent, will infringe on the ability of the provinces to comply with their current contractual and legal obligations to all their employees, and will impact on provincial revenue allocations in an unlawful and unconstitutional manner.

’’And so, we will have no option but to seek legal redress in this regard, impacting as it will on our capacity to service existing collective agreements, deliver services and continue to perform as a functional organ of state.

’’While we support the overall objective of decreasing the public sector wage bill, the in-year approach is unconstitutional. Put simply, we cannot be expected to cough up R2.3 billion that we do not have in the Western Cape.

’’We trust that President Cyril Ramaphosa and his legal team will engage with our arguments and will return the DoRA 2 Bill to Parliament on the grounds of our valid constitutional concerns.’’

Pravin Gordhan and Dali Mpofu trade insults at #statecaptureinquiry

Frustrations bubbled over at the state capture inquiry on Monday. Advocate Dali Mpofu represented former Sars commissioner, Tom Moyane, as he questioned Public Enterprises Minister, Pravin Gordhan.

Petrol price set to drop at midnight

The petrol price will drop by 13 cents a litre at midnight. Diesel users, however, will pay 20 cents more per litre.

All other fuels will be going up too, including paraffin, which will now cost 29 cents more per litre.

Higher oil prices in November are the main reason for the increases.

Inland motorists will be paying R14.46 a litre. Diesel now costs R12.47.

Health Minister Zweli Mkhize urges vigilance ahead of the festive season

Health Minister Zweli Mkhize has warned that if people do not strictly adhere to COVID-19 safety measures during the festive season, the country is likely going to face a second wave of infection.

This as South Africa’s number of new daily cases continues to rise – with 2 563 infections recorded on Sunday. The total number of cases recorded since the start of the pandemic is 787 702.

The Health Department says 38 more people have died from COVID-19 related illnesses, putting the number of fatalities at 21 477. Mkhize says further safety restrictions need to be in place ahead of the festive season to help slow the spread of the coronavirus.

“One main advice I would give is yes, it is festive season – but please be careful. If you are enjoying groups, please keep your distance and use your masks. The sharing of glasses and cigarettes needs to be stopped.

People need to prevent the spread because if they are going to drop their masks and not be careful, we will have to enjoy the festivities with a lot more restrictions imposed by ourselves because being careful is going to help us. But if it doesn’t work, then the whole country is going to flare up into a second wave,” says Mkhize.

Mkhize says his department will embark on a nationwide campaign to encourage South Africans to be cautious during the festive season as coronavirus cases continue to rise in the country.

“It can be a little bit tricky to start talking lockdowns and in this case it is not what we are discussing. I think it is important to bring in some restrictions to try and encourage particular support. For example, we have got areas where we can clearly see that there are super spreader activities that are going on.

We need to start looking at the size of meetings that people are having. We have heard reports of parties with students and young people in various areas. There has also been a complaint from the hospitals that they are overwhelmed by the trauma-related to alcohol. We have to make sure that wherever people are in a public place, they take responsibility to use masks, sanitizers and all of that.”

There is also concern about the Eastern Cape, which has seen an increase in infections.

ATM calls for a secret ballot vote in Ramaphosa no-confidence motion

The African Transformation Movement is threatening to go to court if the motion of no confidence in President Cyril Ramaphosa is not held through a secret ballot.

The ATM, through its lawyer, gave the National Assembly Speaker Thandi Modise until the end of business on Monday to comply with its request.

The ATM brought the motion of no confidence against Ramaphosa in February but was delayed due to the COVID-19 lockdown.

The opposition party says Ramaphosa failed to disclose to Parliament that he benefitted financially from his ANC presidential campaign in 2017. The debate on the motion will be held on Thursday

Over 2,300 new COVID-19 cases reported in SA

More than 2,300 new COVID-19 cases have been recorded in South Africa.

That brings the total number of cases in the country to 790, 004. The death toll has risen by 58 to 21, 535

Out of the 58 new reported deaths, 32 are from the Eastern Cape, 15 are from the Western Cape, five are from the Free State while Gauteng and KwaZulu Natal have reported both reported three fatalities.

The total number of recoveries is 731 242.

SA can strengthen fight against HIV – President Cyril Ramaphosa

President Cyril Ramaphosa believes South Africa can strengthen its fight against HIV.

In his weekly newsletter, he is upbeat about the public health response to the COVID-19 pandemic. World Aids Day will be on Tuesday.

President Cyril RamaphosaDeputy President David Mabuza, in his capacity as chair of the SA National Aids Council, will lead a national commemorative event.

Ramaphosa also emphasised the need to increase medical circumcisions to reduce the risk of HIV.

Police welcome arrest of 2 over officer’s murder in holding cells

The Provincial Commissioner of Police in Limpopo, Lieutenant General Nneke Ledwaba, has welcomed the arrest of two suspects within 72 hours after they allegedly killed a 57-year-old police Warrant Officer, Mmbulaheni Ronald Mulanduli in the cells of Mutale police station on Friday 27 November.

According to South African Police Service (SAPS) spokesperson, Motlafela Mojapelo the two were traced when the primary suspect was taken to a traditional healer at one of the villages under Mutale policing area by his uncle.

Both were arrested and the police recovered the alleged murder weapon, the keys, and some of the money that was stolen.

“The uncle will face a charge of defeating the ends of justice,” said Mojapelo.

“The suspect aged 22 will, in addition to the rape, kidnapping, and violation of a protection order he was initially arrested on, face charges of murder, escaping from lawful custody and robbery.”

At the time of his arrest on Friday, he was out on R4000.00 bail for car hijacking he allegedly committed in January this year.

The suspects will appear in Mutale magistrate court on Tuesday 01 December 2020.

Queen mother of Royal Bafokeng has died

The Queen mother of the Royal Bafokeng, Semane Bonolo Molotlegi, has died.

She was married to the late Kgosi Edward Patrick Lebone Molotlegi.

Her third son, Leruo, is now king after her husband and two older sons died.

She is the paternal aunt of former Botswana president Ian Khama.

The Bafokeng are regarded as the richest tribe on the continent that uses the platinum profit to invest in diverse industries.

At this stage, the cause of death of the Queen mother of the Royal Bafokeng is not yet known.

Drama at Mshoza’s funeral as her husband gets beaten up by her sisters

A war has erupted between Mshoza’s sisters and her estranged hubby, Prince Mzwandile Dlamini, over the kwaito star’s royalties.

So dramatic was the dispute between the three that one of Mshoza’s sisters allegedly gave Dlamini with a hot klap and damaged his phone after a confrontation at a mortuary on Friday.

The sister was arrested for assault and damage to property but was later released.

The behind-the-scenes drama, according to those close to Mshoza’s family and the sisters, started when Mshoza’s older sister, Thandi, and her younger sister Seipati, went to the funeral parlour to wash her body and to get her death certificate but the parlour would only release the certificate to Dlamini.

This, the family member explained, was because it was discovered that though Mshoza, whose real name was Nomasonto Maswanganyi, was no longer with Dlamini, the couple had not officially divorced.

Another family member said the sisters also approached the Southern African Music Rights Organisation (Samro) hoping to secure R25 000 to use towards preparations for the funeral, but said they were also turned away by officials, who said they could only talk to Dlamini.

The funeral parlour called Dlamini to inform him that there were people who were asking for Mshoza’s death certificate. “He then rushed there. On his arrival a war of words ensued between him and Mshoza’s family members,” said the source close to the family.

A local publication has seen a video that shows one of Mshoza’s sisters engaged in a verbal altercation with a man who could not be identified in the video. She is also shown picking up a smashed phone from the floor of the funeral home.

Dlamini’s refusal to reimburse the family for all the expenses they had incurred when preparing for the funeral had apparently caused the altercation.

One of Mshoza’s relatives told a local publication that her sister’s husband had apparently paid more than R100 000 towards the preparations for the burial and they asked Dlamini to reinburse his money, as he had the signing rights over everything. But this apparently did not sit right with him.

The source added that there was an exchange of harsh words and Thandi eventually lost her cool. According to the source, Thandi threw the first klap and managed to break Dlamini’s phone.

“They were quickly separated,” said the source.

Thandi referred all queries to the family spokesperson, Thanduxolo Jindela, who refused to comment.

Enhle Mbali denies Losing Court Battle Against Black Coffee

In an unexpected turn of events, actress and model Enhle Mbali Mlotshwa has refuted claims that she lost her court battle against estranged soon-to-be ex-husband Black Coffee.

On November 29, Sunday World reported that the court could not find grounds to meet her demands of more than R130 000 per month for child maintenance, groceries and beauty cosmetics.

To break down the figures, the publication alleges that “Mbali wanted R80,000 in child maintenance for their two minor children, R30,000 for groceries and household items and R17,800 for her beauty cosmetics.”

She also allegedly wanted him to cover her medical expenses. She apparently revealed that Black Coffee earns R100-million a year as a DJ, adding that he can definitely afford her demands.

After the story got published, Enhle immediately took to her social media to debunk these claims made by the publication, saying it is all a lie.

On Instagram the Isibaya actress laughed off these claims, calling them a lie. She said the DJ has not been taking care financially of her and their children, saying that the court only ordered him to pay up, “I wonder how much they get to lie. It’s a public document, the verdict was he (should) look after me and the kid’s as he wasn’t.”

In a bid to escalate things, Enhle threatened to take the paper to court, “The law is always fair…. (great #rule43 verdict and it will continue) to be.

“@SundayWorldZA, people are not stupid. This matter will physically go to court you can’t lie then…. the truth always comes to light!!! My silence is not out of stupidity,” threatened the actress.

Enhle exposed Coffee for not paying child maintenance and spousal support, therefore if the figures reported by Sunday World are anything to go by, Black Coffee has to pay “R15,000 a month for spousal maintenance and R50,000 in child support.”

This is not the first time Enhle has called out a “lie” spread by publications. In September, Sunday World reported that Enhle claimed she ended up being a stay-at-home mom because the renowned DJ barred her from doing romantic scenes. In her court battle she apparently demanded Coffee to compensate for all the money she lost out on.

“I also was under pressure from the respondent to not take up acting events as he would not accept me doing any romantic or intimate scenes. This demand by the respondent immediately caused many TV production companies and with numerous projects that I had been lined up for, to cancel or drop me from their lists of actresses…I found myself becoming a stay-at-home mom without really being aware of it,” reads the court papers.
